Have Your Say in Global Affairs Canada's International Assistance Review & Consultations

Global Affairs Canada (GAC) has launched a review and consultations on Canada’s international assistance policy, which is now open for public participation through July 31, 2016.

This review and consultation process will inform efforts to renew Canada’s international assistance policy and funding framework and will contribute to the new government’s process of refocusing Canada’s international assistance envelope so that it helps the poorest and most vulnerable people, supports fragile states, and advances the implementation of the 2030 Agenda for Sustainable Development.

Canada Must Boost Foreign Aid

The signing of the historic Paris agreement, where Prime Minister Justin Trudeau underlined the urgency of Canada’s role in assisting developing countries, was just one more example of the new government’s shift toward multilateral leadership and Canada’s return as a positive global player.

But are we Canadians really back? For the last 20 years, Canada’s commitment to official development assistance (ODA) averaged a mere 0.3 per cent of gross national income (GNI)—well below Canada’s leadership position under Pierre Trudeau and Brian Mulroney. It is now even lower, at about 0.28 per cent, which is barely half of the 0.54 per cent average commitment of the G7 and other advanced mid-sized economies.

Federal Budget 2016: Is Canada Really Back?

On Tuesday, March 22nd, Minister of Finance Bill Morneau delivered the Government’s first Federal Budget of the 42nd Parliament in which it committed to modestly increase short term funding to the International Assistance Envelope by $256 million over the next two years, which Engineers Without Borders (EWB) Canada supports. However, the Government did not capitalize on the opportunity to match its strong “Canada is back” rhetoric with a more comprehensive plan and concrete commitments for Canadian international engagement. The Budget reaffirmed the Government's plan to develop a new policy framework in consultation with Canadians and civil society, which will form the basis for funding decisions in Budget 2017. As a result, Budget 2016 reasserts the Government’s intention to renew Canadian leadership on the global stage but has delayed the bold commitments required to deliver on that vision.

Tomorrow at 4:00 pm EST Minister of Finance Bill Morneau will deliver the Government’s first Budget of the 42nd Parliament, and we will be watching for what isand is notincluded.  There is great speculation about how much of the Liberal election platform will feature and what the financial size of the investments might be within, and we expect this Budget should set the stage for the Government’s direction on international development.

Pre-Budget Consultation Letter to Finance Minister Morneau

Today, EWB submitted the below recommendations to the Minister of Finance Bill Morneau as our contribution to the pre-budget consultations. We’ve asked Minister Morneau for predictable increases to Canada’s commitment to Official Development Assistance (ODA) funding to at least 0.34% of GNI by the end of our 42nd Parliament.
